摘要
作为社会设定的警察行为之应然,警察伦理规范被信守的前提在于其自身的现实合理性。这种合理性除了它所蕴涵的价值精神合乎社会发展规律之外,还应包括以下方面的基本要件:警察伦理规范必须是国家和社会价值期待的真实体现;警察伦理规范必须具有一个完整而和谐的准则体系;警察伦理规范必须植根于客观的社会道德现实。这不仅有助于警察伦理规范之应然向实然的转化,也有利于提高当代警察伦理道德建设的水准。
As the actions expected by the society, the precondition to abide by policing ethics is its rationality. This rationality not only means its value spirits accord with the social development rule, but also contains basic elements as following：policing ethics must be the real embodiment of national and social value expectancy; policing ethics must have a complete and harmonious system; policing ethics must root in objective social moral. This helps not only the transition of policing ethics from expectance to actuality, but also to advance the level of policing moral construction.
