摘要
本文认为,东北亚共同物流体系可由三个子系统构成,各个子系统又由更多的小子系统构成。一是共同物流政策与标准系统,主要包括自由运输市场子系统、扩大国际联合运输配额子系统、泛东北亚运输市场缓和竞争子系统、共同的通关数据标准子系统。二是共同物流运行系统,包括港口运输子系统、铁路运输子系统、管道运输子系统、保税仓储子系统。三是共同物流企业系统,包括物流信息平台子系统、物流业务平台子系统、物流技术交流子系统。文章提出,构建共同物流体系是一个渐进的过程,需要东北亚各国共同努力,逐步推进,在共同的框架和政策条件下,建立区域经济协调发展的物流服务需求目标模型和供应链物流绩效动态评价模型,提高物流服务水平,确保共同物流利益分享机制的实现,促进共同物流体系健康发展。
The authors review some ideals of common logistics system in Northeast Asia. Economic cooperation in Asia began with the end of the Cold-War. The basis of regional cooperation is the different economic development level and different economic structure in these countries. The resources in these countries are complementary. Northeast Asia economic cooperation are focused on resource development and industrial cooperation between the vertical and performance for frequent international trade activities and frequent trading activities to a common logistics system needs, Currently, the Northeast Asia region, lacking international coordination of the logistics common institutions and mechanisms, not built up a Common logistics system, did not have a stable common logistics operation. To promote international trade in Northeast Asia, we need a common overall framework of Asian logistics system, the logistics of international cooperatio and to achieve common economic, political mutual international cooperation in the field motivated.
