摘要
为从根本上解决“三农问题,”2006年中央提出建设社会主义新农村的发展战略。高效而廉洁的政府是进行社会主义新农村建设的保障。基层政府是距离农村最近的一级政权组织,其效能直接影响社会主义新农村建设战略的执行效果,确保基层政府的廉洁与高效是重要问题。从绩效评估的角度阐述社会主义新农村建设过程中对基层政府进行绩效评估,涉及基层政府绩效评估的研究现状、基层政府绩效评估中存在的问题、完善基层政府绩效评估的基本对策、基层政府绩效考评指标体系设计的问题。
For fundamentally solves three agricultural problems, in 2006 central authority proposes the construction socialism new countryside developmental strategy.
