摘要
越南是GMS中发展速度最快的国家,近20年来的统计资料表明越南的能源需求持续以高于其GDP的年增长率递增。而越南的能源生产结构主角是水电能源,在2001年以前的水电能源在装机容量与发电量方面均占主导地位。为了帮助越南解决水电开发融资难题,结合越南水电能源开发的现状与要求,提出了将PROT、FEPCO模式等方法应用到水电融资项目中,探索缓解开发商的融资压力,帮助越南政府增加资本积累,用于水电能源滚动开发的融资模式与管理问题。
Vietnam is the country with the fastest developing speed in Lancangiiang-Mekong River Sub-region （GMS）and the related statistical data in recent twenty years show that the energy demand increases higher than its annual GDP, However, hydropower plays the main role in the power generation structure of Vietnam and is on the leading position not only in aspect of the related installed capacity but also in aspect of the generation before 2001. To assist Vietnam to resolve the problems from the finan- cing for hydropower development, the modes such as PROT, FEPCO etc are put forward herein to be applied to the financing of the hydropower projects, so as to discuss the matters of relieving the pressure from the financing for the developer of the projects concerned and to help the Vietnamese Government to increase the capital accumulation for the rolling development of hydropower.
