摘要
综述水资源安全的定义、水资源安全的度量和水资源安全对策。主要内容包括:水资源安全度量指标(水资源压力指数、水资源承载力、社会化水资源稀缺指数、水贫困指数)的运用及其优缺点;水资源安全对策(水资源的安全管理与安全保障)研究概况。认为在以下方面仍需加强研究:完善水环境安全概念,定量评价社会经济系统对水资源安全的影响,实现水资源最佳配置,运用虚拟水战略实现我国或我国局部地区水资源安全等。
The study on the water security research includes the definition, measurement, and countermeasures. The application of indices for security measurement, such as the water resources pressure index, the water resources carrying capacity, the index of socialization of water resources scarcity and water poverty index, and their advantages and disadvantages were discussed. The countermeasures of water resources security were summarized and main measures for the water security were put forward, including perfect of the concept of water environmental security, quantitative analysis of the influence of social economic system on water security, optimal allocation of water resources and system, and virtual water strategy.
