摘要
本文是以云南省为个案,对人才分布及其流动的公共部门化现象的实证研究。人才作为第一资源,在市场经济条件下的配置,首要和主要的,应是面向经济、走向市场,进入经济实体。但目前我国情况并非如此,尤其是在欠发达地区,人才分布和流动的公共部门化是一种普遍的现象。这种现象如果不能有效改变,将对我国的经济发展与市场经济体制的巩固产生重大的消极影响。
Taking Yannan Province as a ease, this paper conducted empirical research on the phenomena that talents distribute mainly over public sectors and talents mainly flow into public sectors. As the most important resource, talents should have mainly flowed into market and economic entities under the conditions of market economy. Nevertheless, in China, especially in the underdeveloped areas, it is very common that talents distribute mainly over public sectors and talents mainly flow into public sectors. Could they not be changed, these phenomena would have a great negative impact on Chinese economic development and Chinese economic system.
