摘要
目前,我国历史文化保护区保护规划编制与实施脱节、实施力度不足的问题已经在管理工作中凸显。华侨新村保护区规划结合国家和地方规范、历史文化名城保护规划等相关规划对保护区的界定,划定紫线范围并制定针对性措施;基于广州市“一网三层”管理平台的城市规划管理实施体系,在规划管理单元的控制引导下确定保护区的定位和控制;基于“特殊控制层”,为每个历史建筑编制保护图则。这种做法既明确了保护区规划的定位、与法定规划的关系,又把规划内容及时纳入管理信息平台,有效保障了保护规划的实施。
There exit several issues in conservation plan, such as disconnection between making and implementation, unsuccessful implementation, etc. The Huaqiao residential area conservation plan defines the conservation area based on restricts from law and regulations, conservation plan of historical and cultural city of Guangzhou. The plan define the function and spatial control of the residential area based on request from urban planning administrative unit and administration platform of Guangzhou. The administration platform of Guangzhou contains one network and three administrative levels, while the conservation plan belongs to the special administrative level. The plan also makes urban planning administrative maps for historic architectures. Thus, the plan can implement effectively by making clear the relation between conservation plan and statutory plan, making sure the function and spatial control of the area, bring the new planning information into the administration platform in time.
