摘要
论述了行政救济制度在构建和谐社会中疏导矛盾、纠偏矫治、协调利益等方面的重要功能。指出完善行政救济制度有利于维护和谐社会中的基本秩序,实现社会正义、政府诚信和人权保障的目标。认为在构建和谐社会的理念下完善我国现行的行政救济制度,应以保障行政相对人权利为主导目标,在现行宪政体制框架内实现行政救济制度的创新,全面、系统地推进各项行政救济制度的完善。
It is discussed that the relief system plays very important functions such as unblocking contradictory, correcting error, and benefiting coordination in constructing in the harmonious ,society. Points that the perfect administrative relief system is not only making for the basic order of harmonious ,society but realizing the goal of society justice and the government credit and the human rights ,safeguard. Under the idea of harmonious society to consummate present administration relief system, the right of administrative relative person should be protected, the innovation of administrative relief system in the present constitutional government system frame should be realized, and the administrative relief system should be consummated comprehensively and systematically.
