摘要
提出了环境不作为和逆作为的概念，指出环境问题根植于社会经济运行方式，解约束应从意识形态和经济体制入手，将环境资源化、价值化和商品化，把环境产业与社会经济纳入一体同步运行。
In the paper,two concepts as nonaction and antiaction were put forward.Social and economic motive mechanisms were the reasons which caused environmental restriction.Two ways were proposed:one was to resourciate,valuate and commokitiate environment;another was to bring environmental protection into social and economic planing.According to China′s situation,an environmental using model with Chinese characteristics was formes.
