摘要
建立农村最低生活保障制度是健全农村社会保障制度的关键所在。在考虑社会成本的基础上,农村最低生活保障应以保障全体贫困农民的基本生活为原则;在公平与效率的问题上,应考察贫困的原因,对于不同情况的人群要分门别类地进行保障;必须确立合理可行的最低生活保障标准及运作程序;保障资金应由中央和地方分别列入财政预算,由县、市民政部门实行专账管理。
The minimum standard of living for rural resident is the key to establish social care system. Considering the social cost, the assisted objects shall be the rural resident to keep their basic living. On the relation of equity and efficiency, we shall find the reasons to be poor and to operate especially. The assisted standard and operating procedure shall be workable. The assisted funds shall be listed to the central and local budget and be governed by especial accounts.
