摘要
通过对市场经济下的投资主体多元化趋势的探讨,尝试建构了既保障公共利益又提高经济发展水平的城市分区规划编制框架．揭示出分区规划编制重心的转变,提出了公共利益网络、特殊用途区和一般用途区的空间概念．对编制框架中的编制重点进行阐述,提出了在公共利益空间网络中建立规划单元、强度控制分级和分层控制体系,在特殊用途区中应用SWOT分析法进行多方案比较评估．结果表明,市场经济下的分区规划编制框架具有刚性和弹性并举、动态性、全覆盖、开放性和操作性的特征．
Through investigation and discussion of diversified trends of the major investors under market economy, this paper attempted to establish a framework of urban district planning, which can ensure common benefit and improve economic development level. Firstly, it revealed the change of keystone in urban district planning, and brought forward three space concepts： public service network, special purpose district and commonly purpose district. Secondly, it concentrated on expounding emphasis on urban district planning framework. In addition, it brought forward planning unit system and intensity control system and the classifying control system in making public service network. At the same time, it proposed the idea of applying SWOT analysis to comparing multiple solutions in special purpose district. At last, the result indicated that the framework of urban district planning under market economy has five characteristics, including rigidity and the flexibility, dynamism, complete coverage, openness, and operability.
