摘要
在城市化过程中,城市边缘社区的管理体制大致上可以划分为五种类型,即翻牌“村改居”社区管理体制、实行股份制改造的村改居社区管理体制、城中村社区管理体制、新建社区管理体制和外来企业兼并型社区管理体制,不同类型的社区管理体制的运行效果和存在的问题各不相同。政府部门应遵循“立足现实,区别对待,分类指导,分步实施”的原则,并根据经济和社会成本、城市化进程以及主客观条件,按轻重缓急,制定近期、中期、远期的改革完善规划,依先后次序逐步完善城市边缘社区管理体制。
In the process of urbanization,the management system of Community on the fringe of a city can be roughly divided into five types,namely,the management system of community changed from village,the management system of community reformed by cooperating system,the management system of'village in city',the new community management system and the management system of community merged by exotic enterprises.Different types of community management system have their own operational effects and problems.Thus,the Government Department should make short-term,mid-term and long-term reforming programs,following the principles of'based on reality,treated on distinction,guided on classification,executed in distribution and considering the cost of economy and society,the urbanization process and the subjective and objective conditions,so as to gradually improve the management system of community on the fringe of a city according to the priorities of things.
