摘要
建设社会主义新农村是我国现代化进程中的重大历史任务,是促进农村发展,实现共同富裕的现实举措。我国的财政支农政策经历了不同的发展时期,对农业生产、农民生活和农村发展的重视程度和支持模式大不相同,效果也有所差异。现阶段,在科学发展观的统领下,公共财政体系在解决“三农”问题上扮演的角色越来越重大,公共支出政策应坚持“多予、少取、放活”的方针,将公共财政的阳光普照到农村大地,为构建社会主义和谐社会提供坚实的保障。
It is an important historical task to building new socialist countryside during the modernization process in China to accelerate rural development and achieve richness together. There were different fiscal policies for rural development with different methods and performances. Recently with the scientific outlook on development public finance system plays more and more important role in rural development, and public expenditure policies need to follow ＂more giving, less getting and decentralizing＂ to make public finance＇ s sunshine all over the rural areas and guarantee building harmony society.
