摘要
化解乡村债务既要有效地化解旧债,又要严格控制新债的产生。对西部某地乡村担保债务的分析表明:要解决乡村担保债务问题,必须要建立起防止乡村担保债务发生的预警机制。
To solve the problem of country liabilities means to deal with the old debt as well as to control the emerging of new debt. Through the analysis of the western country guaranteed liabilities, this essay tries to find a new way to slove the problem of country liabilities guarantee.
