摘要
本文指出了水污染物按流域运移的规律,以及环境管理机构实现最高总体效率的必要条件,提出建立以河流大小分级、以流域分片,独立于当地行政机构、直属国家环保局和监察部的环境管理体系方案。
This paper has pointed out the laws that the water polluter moves by means of river basins and the necessary conditions should be given to accomplish the highest overall efficiency for the environmental managing institutions. The paper also has presented the plans for the environmental managing system according to which it should be classified by the size of the rivers and divided by river basins, dependent from the local administrative institutions, directly under the Government Environment Bureau and supervisory Minister.
