摘要
“十一五”期间，国家规划分析大型灌区续建配套与节水改造的成效，加快灌区改造和改革。宝鸡峡灌区作为陕西“第一大粮仓”，也是全国十大灌区之一，目前存在着诸如工程状况、管理体制和经营机制等方面的问题，并且制约着灌区的持续发展。本文在分析宝鸡峡灌区现状的基础上，指出存在的主要问题及原因，针对性的提出灌区“十一五”期间灌区建设与管理工作的重点，建设与管理的思路。
During period of the 11th Five-Year Plan, the transformation and reform were speed up based on the analysis of effects of large-scale irrigation districts water-saving reform. As the ＂First granary＂ in Shaanxi, Baoji Gorge being one of the ten biggest irrigation districts of nation, it has some problems on project status, administration mechanism and so on. These problems have restrained sustainable development of the irrigation district. Based on the analysis of current situation of the district, it is pointed out the existence of the main problems and the Causations , and suggestions for the construction and administration of the irrigation of the irrigation district during the 11th five-year plant.
