北京市初中建设的目的与方法设计 被引量:1

摘要 分析北京市第五轮初中建设工程的设计,指出初中建设的目的是提高质量,而基线调查、合理规划和增值评价是提高质量的必然要求。基线调查为合理规划、增值评价积累数据和奠定基础,增值评价为规划的实施情况(整体或分领域的)进行科学评价。
