摘要
发展农业和农村经济的关键在于实行两个转变。文章在分析我国农业和农村经济现状的基础上，探讨了实现两个转变的内涵和要求，以及在转变过程中正确处理好发展与资源、环境的关系。
This paper proposed that the key to developing agriculture and rural economy should be realizing the Two Changes. And discussed the way to coordinate the relationship among development,resources and environment dtlring the changes.
