摘要
政府实施电子政务服务外包方式是支撑其可持续性发展的重要手段。由于电子政务服务外包是一项创新型的管理模式,如何正确运用、发挥其积极作用是研究与应用这种模式的核心。本文分析了电子政务外包国内外发展现状,研究了电子政务服务外包的相关理论问题,探讨了电子政务外包的发展趋势、操作模式和选择,初步提出在电子政务服务外包中,政府与企业的电子政务建设的激励和绩效模型及项目委托代理理论。
E - government services out - sourcing becomes a crucial choice for government to support its sustainable development. Since e - government services out - sourcing in a new managment model, how to apply it correctly and take full advantages of it are the core of this model. The status, related theoretical issues and trends of e - government are investigated in the paper. And the author also analyzes the models for operating e - government out - sourcing management and selection of those. Incentive and performance models as well as project principal - agent theory in e - government services outsoureing are accordingly produced.
