建设创新型国家的关键是创新型人才。培养高水平创新人才需要高等学校进行体制和机制创新,改革科研组织管理制度,充分发挥教授的作用,提升教授的水平,并投入必要的经费。
The key of building an innovation - oriented country is innovative talents. Bringing up high - level innovative talents requires innovations on system and mechanism in higher education, reforming management system of research organizations, exerting the function of professors, propmoting the level of professors, and inputting necessary expenditure.
