区域创新系统构建中的政策选择——以老工业基地为例被引量：7

摘要近十年来,知识经济、学习和创新已经走到区域政策和产业政策的前沿。目前,区域政策制定除了根据创新的线性模型外,更多的是考虑其系统性。本文通过提出区域创新系统的新钻石结构,指出相应的政策措施。在指明各类区域创新系统主要创新障碍的基础上,具体分析了老工业基地实现技术跨越的主要应对政策,以促进其进一步发展。 Knowledge economy, study and innovation have turned to be more important for the design of regional policy and industry policy in the last decade. Concrete policies are shaped more by the innovation systemic model than the line one that mainly concerning on R＆D and technology diffusion in the moment. By building up the RIS new diamond structure model, the paper points out the policies fixing to the factors of it. On the basis of analyzing the main obstacles of each kind of RIS, it analyzes the way to realize the technology leapfrogging of old industrial regions to make it go further.
