摘要
本文认为,我国城市交通的困扰主要表现为:私人轿车猛增、公交萎缩滞后、拥堵、污染及其蕴涵的人类自由、公正、权利等一系列深层伦理紧张。问题的根源是,在功利性与公共性的长期博弈中,前者占据了主导地位。因此在对城市交通问题的反思中,关键在于科学考量并真正确认城市交通的公共属性。而功利原则与经济理性主义是一种悬置价值理性的思路,在其利益导向作用下,城市交通的公共性及其伦理正当便被长期挤压甚至完全消解。只有坚持"人本位"的价值原则,重新确立并有效贯彻"公交优先"的发展战略,城市交通才能可持续发展。
This article believes that the city transportation puzzle in China features the rapid growth of cars, the lag of public transportation, and thus the ethical tension of freedom, justice and right. The root of the problem is that utilitarianism has prevailed over public property in the long - term combats. The key to solve the problem of city transportation is to scientifically consider and acknowledge the public property of city transportation. But the public property of city transportation and its ethic have been for a long time and is still being reduced or even eliminated because of practical utility. Only when we stick to the principle of people foremost and carry out the strategy of ＂public transportation priority＂, can the city transportation take the road of sustainable development.
