摘要
文章运用公共物品理论,分析了城市水务设施具有的基本特征,通过对城市水务设施的几种典型经营模式以及特许经营效率分析,指出城市水务设施实施特许经营,可以解决当前水务设施建设的资金严重不足问题,盘活现有水务企业的资产,引进国内外先进的经营管理机制和运营管理模式,降低经营成本,提高经济效益。有力促进我国城市水务设施发展。
This paper analysis the basic characteristics of urban water works facilities by making use of public goods theory.According to analysis operating mode of the different types of urban water works facilities separately, the paper put forward that Urban water facilities concession can solve the serious shortage of funds of current franchise Waterworks building, making an inventory of the assets of existing water service enterprises to introduce advanced management mechanism and operation mode of administration, lowering operating costs and increase economic efficiency.Urban water facilities concession can effectively promote the development of China＇s urban water engineering facilities.
