摘要
实现延安区域经济跨越式发展,要以富民为先为根本目的,以经济社会同步发展、南北区域经济共同发展、城乡经济协调发展、人与自然和谐发展为基本前提,以加快改革、扩大开放为强劲动力,以化解采油权上收、退耕还林断补两大政策风险为重要保证,以构建延安创新体系为主要抓手,以加快产业培育、强化产业支撑为基本途径。
The basic goal of the realization of Yanan＇s regional economic leap development should give priority to the prosperity of Yan＇an people. The basic premise of the realization of Yanan＇s regional economic leap development should be the synchronized development of economy and society, the communal development of north and south regional economy, the eorrdinated development of city and countryside economy, and the harmonious development of people and nature. The strong power of the realization of Yanan＇s regional economic leap development should be the speeding up of the reform and the expanded opening. The important guarantee of the realization of Yanan＇s regional economic leap development should be the melting of the policy risks of the withdrawal of extraction power and cutting off the subsidy for taking back from agriculture and returning the forest. The main focus of the realization of Yanan＇s regional economic leap development should be the construction of innovation system in Yan＇an. The essential way to the realization of Yanan＇s regional economic leap development should be the speeding up of industrial cultivation and strengthening of industrial strut.
