摘要
林地产权制度改革在资源资产化管理中具有重要意义,是推动农村经济发展和稳定社会经济秩序的关键因素。文中透视了我国林地产权制度历史变革的轨迹,对现行林地产权制度进行了分析后认为,林地没有明确的产权主体和明晰的产权关系、不规范的分配制度、林地流转比较困难等。因此必须尽快明确林地产权的主体;把林权上升为物权;建立有效的林地流转机制,以此推动我国林业和经济社会的和谐发展。
The reform of woodland property right system has vital significance in the resources property management, and impels the rural eeonomy development and stabilizes the social eeonomy order of our eotmtry. This essay reviews the history path of woodland property right system, and analyzes the present poliey explicit property right body and the defined property right relations,the allocation system is not stardardized,the woodland eirculates quite difficultly and so on. The author thinks that the woodland property right must be dear as soon as possible; raises the ownership of forests for real right;establishes the effeetive woodland eirculation meehanism and impels the forestry and eeonomie society harmonious development in our eotmtry.
