It is urgent and relistic choice to restructure the State firms in order to vitalize Stateowned assets and vigorously develop the State ecomony .The basic train of thought for restructuring the Stste firms is as follows: Firsty, cut down the State assets , total amount,adjust its existing amount and nonitor its increment. Seconsly,transforn the functions of the varoous level governments and realize the separating the govetnnents , functions from enterorises , ones. Thirdly ,foster and standardze China , capital barkets . Foutthly,‘grasp the big and relax the little’ ,i.e ,during the period of restrusturing State-owned firms ,on the one hand ,we should give the basic play to market mechanism ,and on the other hand ,the governments should carry out indirect control to create a sound external environnent for firns , restructuting.
