摘要
本文通过对我国公共图书馆事业发展现状的剖析,从天时、地利与人和等角度,分析了在推动实现政府对图书馆职责过程中,图书馆所具备和缺少的基础和条件。在此基础上提出了推动实现政府对图书馆职责的关键。
Based on the main problems and the bad relations between government and the public library, the author analyzes in very great detail all the conditions and bases that public library be lack or realize during we promote the government to support the development of public library. At last, the author puts forward the critical suggestions on promoting the Government be Responsible （accountable） to Library.
