摘要
本文评述了英国人尼尔·A和戴维斯·M为香港政府研究大亚湾核电厂环境问题提交的顾问报告书“应变计划”,讨论了适宜香港的应急防护措施、事故时的饮水问题和该报告书中对我国政府提出的要求。根据国际标准和香港及大亚湾核电厂的具体情况,本文强调香港毋需制定有关撤离、迁置和普遍发放碘片措施的应急计划,宜重视加强及时通报事故信息和应急监测能力;并建议对饮用水的应急防护问题作进一步的研究。
A Report 'Contingency Planning' on the environmentalaspects of the Daya Bay Nuclear Power Station for the Government ofHong Kong by Neal and Davies, is reviewed in this paper, the paperdiscusses appropriate protective measures for Hong Kong, water problem,and requirements for the Government of PRC presented in the report.The review emphasizes that emergency planning for the plume exposurepathway is not required according to international opinion and distancebetween Hong Kong and the nuclear power plant.
