摘要
就其价值维度来说,以人为本的实质是把人当人;就其实践目标来讲,以人为本的核心是使人成人。在共产党执政兴国的宗旨中它是核心价值观与执政出发点,在国家治理的层面上它是一种治国理念与理政原则,在社会管理的意义上它是一种价值取向与行为目标;就其普遍性来说,它是全社会都应该牢固树立和广泛实行的价值观念与行为准则;就其特殊性来说,它首先是共产党作为执政党治国理政方略的理论根基,同时也是其治国理政实践的最终目的。
In the sense of value, the essence of people-orientedness is treating people as people; while in the sense of practical objective, the core of it is making people human. This is the essential value and basis for administration in Communist Party＇s government, which is a kind of governing idea and principal as far as state government is coneerned, a value orientation and behavioral principal in sense of social administration. Generally, it is the value and behavioral principal which is supposed to be observed widely in the whole society. Specifically, it is first the theoretical basis for state government and meanwhile, its ultimate objective.
