摘要
高速公路在我国得到了飞速发展.到2005年底.通车里程已突破4万公里。今后20年将是高速公路迅猛发展的阶段.到2030年.国家重点投资建设的“7918网”(约8.5万km)将实现国家高速公路网规划目标。由于高速公路采用分段建设、分段管理的方式.不仅造成收费系统的重复投资和建设.而且各运营公司从自身利益出发设置收费站点,容易出现关卡设置过多、过密,收费站点布局不合理,收费方式互不兼容、收费价格混乱等问题。对通行车辆来说.常常需要多次停车交费.等待时间延长.使收费站成为高速公路的通行瓶颈.极大地影响了高速公路交通功能的发挥。因此.解决高速公路联网收费问题.成了迫切的任务。
Segmented construction and management of expressways not only results in the repetitive investment and construction of toll collection system,but also causes too much toll collection stations which are established by the operators from the benefits of themselves.The layout of toll collection stations are unreasonable with different types of toll collection,meanwhile,the prices are much different from each other.In addition,the traveling vehicles have to stop many time for payment,therefore,the waiting time is longer which correspondingly slows down the traveling speed in the expressways.Therefore,application of the internet toll collection system is becoming an urgent task to be dealt with in expressways.
