摘要
服务贸易是现代国际贸易发展的重要特征,也是中国—东盟自由贸易区建设的重要内容。中国—东盟自由贸易区的建设为自贸区各成员方发展服务贸易提供了重要的机遇。应在世贸组织《服务贸易总协定》(GATS)和《中国东盟全面经济合作框架协议》内发展自贸区服务贸易。在自贸区服务贸易协议达成之前,将服务贸易相关领域标准化的制定和执行作为催化剂,优先进行双边或复边谈判,尊重和鼓励家族经营的中小企业积极参与,以此提升中国—东盟自由贸易区服务贸易的整体水平。
Service trade is an important feature in the development of the modern international trade, and also the important content in the construction of China-ASEAN free trade zone. The construction of China-ASEAN free trade zone provides each member states of the free trade zone with an important opportunity in developing the service trade. The service trade of the free trade zone should be developed within the WTO＇s GATS and the Framework Agreement of All-round Economic Cooperation of China- ASEAN. Before the agreement of service trade in the free trade zone is reached, the formulation and implementation of the standardization of the relevant fields of service trade can be taken as the catalyst to take the initiative in holding the bilateral or multilateral negotiations and encourage the active participation of the small and medium-sized enterprises that engage in family management so as to lift the overall level of the service trade in China-ASEAN free trade zone.
