摘要
公共危机事前风险管理与评估是公共危机管理的前哨,公共危机事前风险管理机制设计是全部公共危机管理过程的重要和首要组成部分。公共危机事前风险管理与评估的流程,主要由风险识别、风险分析与评估、风险处理、监控、风险沟通等五个步骤构成。公共危机事前风险管理与评估机制设计致力于从根本上防止公共危机风险的形成、爆发,是一种对公共危机进行超前管理的系统,具有防患于未然的作用。
Pre-crisis risk management is the outpost of public crisis management. As the chief part of the whole process of public crisis management, pre-crisis risk management mechanism mainly consists of five steps： risk identification, risk analysis ＆ evaluation, risk treatment, monitoring, risk communication. As an advanced management system, pre-crisis risk management mechanism design tries to prevent radically the forming and breaking out of pre-crisis risk.
