摘要
针对农村税改后农业基础设施面临的新形势,详细分析了机遇和挑战;指出税改前后农村基础设施建设成果与存在问题;提出后税费改革时期农村基础设施建设的基本思路——落实科学发展观,坚持以人为本,改善农村交通、资讯、教育、能源、饮水、防洪和防灾减灾设施等;通过上述的分析,探讨了加快农村基础设施建设的对策建议,使基础设施建设投入与收益进入良性循环阶段。
Based on the facing situation in rural infrastructure construction after the reform of rural taxes and administrative charges, the chance and challange were analyzed; the achievement and problems existing before and after the reform were pointed out; the basic consideration on infrastructure construction in post-period of the reform of rural texes and administrative changes were put formard, that is, taking a scientific concert in development, concerning with masses intervests, improving the facilitates of the rural traffic, information, education, energy, pro- vision, drinking warter, flood control, disaster prevention through above analysis, the countermeasures to fasten the progress of rural infrastrueture construction were disccused in order to make a beneficial recycle between investment and profit in the rural infrastructive construction.
