摘要
非政府组织被排除于国际法院的诉讼程序之外;在咨询程序中,受制于法院的态度。非政府组织的参与符合国际法院、当事国以及国际社会的利益,有利于国际法的发展。
Nongovernmental organizations are excluded from the participation in judicial proceedings in the International Court of Justice;the Court accepts their participation in advisory proceedings with reflection of concrete circumstances.However,the nongovernmental participation is well suited to the interests of the Court,the parties and the international community,and to the development of international law as well.
