摘要
阐述铁路运输计划在市场经济条件下的作用和必要性，分析当前运输计划存在的问题和弊端，提出在铁路运能与运量矛盾更加突出的今天，如何使运输计划适应市场经济的发展，利用计算机技术建立运输计划计算机辅助决策系统，为管理人员提供计划决策的有效信息，也为运输计划的分析监控、科学预测、方案选优和合理导向等宏观管理提供辅助决策信息，从而提高铁路运输计划的有效性和可行性。
The paper expounds the function and necessity of Railway Transport Plan(RTP) under the market economy and analyzes also the problems and shortpoints in the current RTP. By applying the computer theory and technology, the Transport Plan Computer Aided Decision Systems(TPCADS) has been built to fit the market economy growth. TPCADS can provide the effective plan decision informations to the management staff and to the analyses, control, estimate, optimum seek and reasonable lead of the RTP for improving the effectivity and feasibility of the RTP.
