摘要
从东北企业发展中存在的老工业区问题、老企业问题和老体制问题入手,分析了问题的症结所在,并提出东北可以借鉴“增量改革”的成功经验,发展装备制造业产业集群,发展配套产业,激活东北经济存量,寻求东北企业的发展;发展多种所有制形式的中小企业集群,寻求东北企业的改革.
Based upon the problems of ＇old institution＇, ＇old industrial region＇, and ＇old state-owned enterprises＇ in the Northeast enterprise, the sticking points of the Northeast enterprise problems are analyzed, and then the strategies are given. We can use the success experience of incremental reform, construct industrial clusters based on national equipped manufactured base for the development and construct SME clusters for the reform.
