摘要
政府活动是一种“生态现象”。政府存在的价值在于为民服务,而政府的架构也自然必须依据时空的变迁和人民的需要不断地成长。政府成长和发展的主要动因,来源于政府系统自身矛盾和政府生态环境的变迁。政府成长是政府不断增强自身能力的动态过程,其健康成长是社会健康和谐发展的重要保证。
Government activity is an ecological phenomenon. Government ＂s existent value is to serve the people while governmental construction must group constantly with space- time transition and the people ＇s demand. The main motive of governmental growth and development stem from contradiction of governmental system itself and transition of governmental ecological circumstance. Government growing is a dynamic process to strengthen its capability, so growing healthily will take an important role to guarantee social developing harmoniously and healthily.
