先发优势和后发优势——兼论中国在东亚区域经济一体化进程中的战略定位和选择被引量：17

摘要美、日等国后发优势成功运用的历史与后发优势的发挥越来越难以实现的现实之间的巨大反差,引发了关于后发劣势问题的讨论。本文通过深入的分析和探讨,指出由于当代技术创新环境的变化、国际经济秩序规则的制定和路径依赖等因素使得后发优势的发挥显得越来越困难,而先发优势正日益显现出强大的生命力。并运用先发优势理论研究我国在东亚区域经济一体化进程中的战略定位和选择问题,指出中国的战略定位就是在技术的先发优势方面不能继续拉大与日本的差距,同时在制度的先发优势方面要保持必要的领先地位以便减轻在技术先发优势方面中国目前的劣势。而相应的战略选择就是采取必要的国家干预主义,集中优势资源争取技术创新和制度规则制定的先发优势。
