摘要
我国商业性矿产资源勘查存在着政府投入资金拉动社会资金投入不够、总体规模小、市场体系和市场规则不完善等问题。完善我国商业性矿产资源勘查机制应从四个方面入手:一是明确政府角色定位,合理界定政府行为;二是大力培育市场主体,确立企业在商业性矿产资源勘查中的主体地位;三是大力发展资本市场,努力吸引各类社会资本参与商业性矿产资源勘查;四是加强矿产资源勘查行业管理,引导商业性矿产资源勘查产业健康发展。
In the commercial prospecting of mineral resources in China exist next problems: the government investment in the commercial prospecting is unable to promote commercial investment,the total scale of the investment is small,the market system and regulations have some shortcomings.The paper puts forward four suggestions on improving prospecting mechanism.The first,the government role and position should be identified.The second,the market main bodies should be fostered vigorously and geological and prospecting enterprises should play main role.The third,capital market should be developed strenuously and all sorts of social capitals should be attracted for commercial prospecting.The forth,the industry management of geological prospecting should be reinforced in order to make it develops better.
