摘要
从近几年来运用国土资源参与调控宏观经济运行的实践来看,我们综合运用法律手段、经济和技术手段以及行政手段,取得了比较明显的成效,但在具体措施上,运用行政、法律手段比较多。运用经济手段参与宏观调控,是符合社会主义市场经济体制内在需求的,也是构建社会主义和谐社会的紧迫任务和现实需要。改善和强化运用经济手段参与宏观调控要从四个方面来考虑:一是成本要体现补偿;二是价格体现需求;三是利益要体现均衡;四是规则要体现调控。长远地看,国土资源运用经济手段参与宏观调控的根本所在是完善土地市场,改革土地制度。
The practices of controling macro-economy by the land and resources in recent years show that we use comprehensively legal,economic,technical and administrative means to control macro-economy and achieve remarkable success.But we still more use administrative and legal means in the concrete measures.Realize macro-control by economic means,it accords with inherent demands of socialist market economy system and it is necessary to build up socialist harmonious sociaty.The paper puts forward four proposals for improving and strengthening macro-control by using economic means: 1.the cost should reflect compensation;2.price should reflect demand;3.the interest should embody the balance;4.regulations should show control.In fact,the key factors of realizing macro-control by using economic means consist in improving land market and reforming land system.
