摘要
以城市社区体育发展面临的主要问题为切入点,提出了若干发展策略和建议。当前城市社区体育面临的主要问题是:社区体育活动缺乏组织者和管理者,设施不足,社区体育法制建设欠缺以及社区体育管理成本较高。研究认为,应加强社会体育指导员培训与管理;鼓励和提倡学校体育设施在非教学时间内向社会开放;建立社区体育设施政策性融资机制、增强效益观念;发挥政府体育部门在社区体育设施兴建上的宏观调控功能;加强法制建设;倡导社区体育活动组织管理的志愿者参与机制。
This research put forward some development strategies based on the key problems of urban community sports development. It pointed out the current problems in community sports ： the inadequate instructors and management, lack of sports facilities, deficiency of legal system, high cost of the management for community sports. In order to solve these problems, the research suggested that we should strengthen social sports instructor＇s training and management, encourage and advocate school sports facilities opening to the society in time of nun-teaching, set up policy fund razing mechanism, enhance efficiency ideas and the administrative departments of sports should exert macro adjustments function on building community sports facilities, strengthen community sports legal construction, advocate the volunteer participating in the community sports management.
