摘要
社会主义民主建设的主要标志就是实现社会管理的法制化、制度化和程序化,因而程序民主的理论对正处于社会主义初级阶段的中国有着非常重要的理论与实践意义,但我国社会程序民主的现状并不令人乐观,阻碍我国程序民主建设进程的基本因素主要有社会因素和程序民主自身的因素两个方面,只有认清这一点,才能促进我国程序民主的发展。
The institutionalization , systematization and stylization of the social management is the hallmark of building of socialist democracy. Thus the procedure of democratic theory is of very important theoretical and practical significance at the initial stage of socialism in China. But at present our society is not optimistic in democratic procedures. The basic factors which hinder the process of democracy - building lie in two, one is the main social process and the other is democratic one. Only understanding this can we promote the development of democracy procedures.
