摘要
民以食为天,国以民为本。粮食安全是国家安全之根本。由于历史与现实的原因,我国的粮食安全的保障长期倚重于政策。在新的历史条件下,我们必须矫正这种传统的进路。制度是人类行为的起点与结果,它的普遍性、稳定性及权威性的品格能为社会提供稳定的预期,这正是粮食生产所最为期待的,而粮食生产是粮食安全的基础。鉴此,法律制度才是保障粮食安全的根本手段。
People consider food as their heaven; while states consider people as their foundation. It is food security that is the premier of states security. Because of tradition and reahty, Chinese food security always relays on polices. It is time for us to change this traditional way. Institution is the starting points and results of man＇s behavior. Institution has the characters of generality,stability and authority, as a result, it can offer a convincing social expectation. That＇s food production needed. As you know, food production is the foundation of food security. As a conclusion, it＇s the legal institution that is fundamental way for ensuring food security.
