摘要
目的:探讨寻甸县新型农村合作医疗制度补偿方案的科学性与可行性,指导实践,提高农民受益程度,以资在云南省范围内全面实施新农合制度时参考。方法:采用现场流行病学研究方法进行研究。结果:寻甸县新农合制度补偿方案是“家庭账户+住院费用按比例补偿”模式。2004年度,在家庭账户方案保持不变的基础上对住院补偿办法做了较大幅度调整。两个乡(镇)参合农民对新农合制度补偿方案满意度评价分布的差异有统计学意义(P=0.001),参合农民与医务人员对建立家庭账户方案评价分布的差异也有统计学意义(P=0.016)。结论:寻甸县现行新农合制度补偿方案基本可行,社会满意度较高,值得借鉴和推广,建议在不断调整和完善的基础上继续深入实施。
Objective Through probing into the scientificalness and feasibility of the compensatory schemes of new -style rural cooperative medical system（abbr. NCMS）of Xundian County, so as to guide practice, heighten the benefit degree of farmers and take it as a reference mode for operating roundly NCMS in Yunnan. Methods We adopted the Epidemiological Field Research method to study it. Results The NCMS compensatory schemes of Xundian county was ~family account plus compensating the cost of hospitalization in proportion＂ mode. In 2004, Xundian county adjusted the compensating measure of hospitalization to a great extent on the basis of preserving the scheme of family account. There was statistical significant difference （P = 0. 001） between the participants of two villages and towns appraisal distributions on the satisfactory degree of NCMS compensatory schemes, and there was also statistical significant difference （P=0. 016） between participants and medical personnel＇s appraisal distributions on how to set up the family account scheme. Conclusions Its current compensatory scheme was feasible. Its social satisfactory degree was high. It was worthy of using for reference and extending. It was suggested that Xundian continue to put it in practice on the basis of constantly adjusting and perfecting it.
