摘要
运用选题小组讨论法,以基层干部为调研对象,对不同时间开展新型农村合作医疗的两个县市进行比较研究,发现两地间存在着明显差别,初期开展地区以政策层面的问题和期望(建议)为主,开展两年后的地区则以制度层面为主,有着随时间自政策层面向制度层面逐步移转的趋势,管理层面则是二者都具有的结合部。而两地参合农民对新农合的顾虑则具有趋同性。这些情况对于新农合的深入发展有重要启示意义。
By using group discussion among officials at cooperative medical system promoted in two different cities two places. For the area where CMS has just been initiated basic level, we made comparative research on new rural at different time, evident difference was found between The focus of the place in beginning is the questions and expectation （advice） on policy,while in the other the focus is the system. The tendency goes from policy to system, while management lies in both places. The farmers in both places who attended the system have the same worries. Such problems are significant for further development of new rural cooperative medical system.
