概述了循环经济的三大原则,论证了造纸工业走循环经济道路的必要性和适应性。重点指出,实施造纸工业循环经济要建立健全环保法规及相关政策,强化环境监管;加强对循环经济发展的规划和指导;制定和完善促进循环经济发展的环境标准体系和环境技术政策;加强宣传培训和交流,夯实舆论和道德基础;建立循环经济发展的技术创新体系。综述了部分造纸企业发展循环经济,建设资源节约型、环境友好型企业的经验措施。
Three principles of recycling economy and the necessity and applicability of carrying out recycling economy in paper industry are discussed in the paper. It is pointed out in the paper that for carrying out recycling economy in paper industry, environmental laws and regulations and relevant policies should be set up, environmental supervision should be strengthened, the plan and guidance to the recycling economy development should be reinforced, environmental standard system and environmental technology policy for promoting recycling economy development should be drawn up and perfected publicity, training and intercommunion should be enhanced for consolidating public opinion and morale foundation, and the technology innovation system of recycling economy development should be established. The paper also introduces the experiences and measures of some papermaking enterprises in developing recycling economy and constructing resources-saving type and environment-friendly type enterprises.
