摘要
公务文书是管理机构及其管理者对上接受管理和对下实施管理的主要途径和手段。文书档案意识是管理者进行有效管理的基础性意识。主要表现在以下五个方面:第一,法理责任意识;第二,民主集中制意识;第三,操作程序意识;第四,监控反馈意识;第五,制度文化意识。
Clerical writ for line of duty is an important approach to and means of the administrating institutions and administrators to receive orders from their superiors and to execute administrations to thein inferiors. Awareness of clerical archives is the fundamental awareness for the administrator to conduct effective administrations, which can be manifested in the following five aspects： firstly, awareness of legal responsibilities; secondly, awareness of democratic centralism; thirdly, awareness of operational procedures; fourthly, awareness of supervision and feedback; fifthly, awareness of system and culture.
