摘要
行政忠诚是官僚组织对官僚个体的最基本要求,同时也是官僚组织得以存在和正常运行的制度保障。然而在政治实践当中,行政忠诚却发生了异化;在多元主义的泛化以及后现代主义的角色多元化的影响下,在组织利益和公众利益发生对立的情况下,作为官僚个体面临着严重的忠诚困境。而后现代主义思想的兴起使得组织与公共利益这一对抗性的利益主体的对立更为严重。不过,通过当前国内外的一系列政治改革实践,行政忠诚困境并非不可解决,从微观角度而言,官僚个体应树立积极维护作为公共利益受托者的义务;从宏观层面上,以伦理学、新制度经济学和公共选择理论三个维度为支撑来构建完善的行政检举的制度体系。
Chief bureaucratic organization is loyal to the basic requirements of individual bureaucrats. There is also bureaucracy to ensure normal operation of the system. But in political practice, the chief loyalty has become alienated. Generalization of the pluralism and diversity of the role of post - modernism,organizations and public interest in the confrontation occurred, with loyal bureaucrat individuals facing serious difficulties. The rise of modern ideas then makes this confrontation with the main interest of the public interest. But the current state of affairs at home and abroad through a series of political reform,the chief loyalty plight is not unsolvable. From the microscopic angle,the individual should foster a positive bureaucracy entrusted with the protection of the public interest obliga- tions. From a macro level, to ethics, three new institutional theories and public choice theory construct the perfect latitude for the administrative system.
