摘要
1999年启动的高等教育规模扩张政策有着特定的背景和原因。七年来,高等教育入学率快速提高,一定程度上缓解了就业与再就业的压力,扩大了高等教育资源,提高了效益,优化了高等教育结构,但也引发了一些体制、机制上的深层次矛盾和问题。对此,要辩证分析,坚持以科学发展观为指导,通过创新政策和规制加速深化人事制度改革,适度控制高等教育发展速度,完善质量保障的长效机制,加快高等教育结构调整,实现教育公平。
There are some specific background and reasons for the start-up of the scale expansion policy of higher education in 1990. In the past 7 years, the enrollment rate of higher education has been enhanced rapidly, which has relieved the pressure of obtaining employment and re-obtaining employment to some extent, enlarged the resource of higher education, improved its benefit and optimized the higher educational structure. However, some deep conflicts and problems of system and mechanism are caused. Therefore, we should analyze it dialectically, adhere to taking scientific development outlook as its guidance to realize education equity by the innovation of policy and system to deepen personnel system reform, appropriately control the development speed of higher education, improve the long-effectiveness mechanism of quality guarantee and speed up the structure adjustment of higher education.
