摘要
资金对于经济技术开发区的发展不可或缺,而随着投资体制改革的深入,能否拓展融资渠道,广泛获取建设资金,优化融资模式,成为开发区进一步发展的关键。融资模式包括企业融资和项目融资两类,其中许多模式都可以灵活组合为开发区所用。当前,经济技术开发区管委会“政府机构、企业”的双重性质以及开发区的预期收入结构,决定了应充分利用各种机会,采用合适的形式,以企业融资为主体,项目融资为补充,充分吸收政策性补贴和贷款,为开发区发展筹集宝贵的建设资金。
Construction capital is necessary to the economic and technological developing zone. However, with the deepening of investment system reform, widening financing channels and extensively acquiring construction capital have become the opportunities and challenges as well to the further development of the economic and technological developing zone. The financing ways are classified into two categories based on financing theories： corporation financing and project financing. Different financing ways can be chosen by developing zones in accordance of particular circumstances. Nowadays, the feature of ＂government organization and corporation＂ and the anticipatire income structure of economic and technological developing zone suggest that all kinds of opportunities should be grasped and proper methods of financing should be adopted, that the corporation financing is major and the project financing is minor, and that construction capital should be collected including by the ways of governmental subsidy and bank loan.
